Service status notices now appear inside Letterhead

When Letterhead experiences an incident or has scheduled maintenance, you now see a notice inside the app while you work. Each notice is colour-coded by severity and includes a link to the full status page for details.

Notices stay visible until the incident is resolved, then close automatically. If you dismiss a notice, it stays hidden until the incident is next updated.
